I am a web developer working in Curacao and I do come across the good, the bad and the ugly as mentioned above. It's very hard to "counter-brainwash" people who got "hit" by a charlatan's smooth talk. I believe SEO and E-Marketing will take longer to launch here. The importance of having a website is merely understood and having up-to-date content is difficult in a society where offline content is not up-to-date either. Many businesses i encounter believe they are already Nr.1 in Google because their website comes first after performing a search on their OWN domain name. Good blog post and summarizes well the actual internet-gap existing here.
